The Court of Auditors has granted its approval to the Public Service Concession Agreement (CSP) entered into between the Portuguese State and Metro Mondego, S.A., with the decision issued at the Daily Approval Session of 21 August 2026.

This decision completes the legal and financial framework for the operation of the Mondego Mobility System (SMM), which already provides public passenger transport services to the population of the Coimbra Region through Metro Mondego, S.A.

AN INNOVATIVE REALITY IN PORTUGAL

There is no previous record of the implementation of a BRT system in Portugal, making this an innovative reality in the country.

It is also the first Public Service Contract in Portugal associated with this type of transport system.

The contract defines the public service obligations to be fulfilled by Metro Mondego, S.A. over a period of 10 years, in line with the concession framework, and establishes the financial compensation to be provided by the State. Under Council of Ministers Resolution No. 50/2026 of 6 March, these compensations amount to a maximum of €67,726,834.00 for the period from 2026 to 2035, plus VAT at the applicable statutory rate.

The Public Service Contract also establishes the performance indicators used to measure compliance with public service obligations, including regularity and punctuality rates, infrastructure availability, rolling stock availability and service quality, as well as the operating programme, fare structure, financial model and applicable penalty regime.
